Maximus helps government agencies deliver benefits and services to the public. Program operations and clinical services account for most of its revenue, with U.S. federal agencies providing the largest share. It operates the Centers for Medicare and Medicaid Services’ contact centers for Medicare and the Affordable Care Act marketplace, helping people understand and access coverage. It also arranges medical disability examinations for the Department of Veterans Affairs through a network of clinicians and modernizes government technology systems.
State and local governments pay Maximus to administer programs such as Medicaid, including application assistance, enrollment and health assessments. Maximus does not make final Medicaid eligibility decisions. A smaller international business provides health and disability assessments and employment services, including the United Kingdom’s Restart program.
Most revenue comes from contracts that pay for completed transactions or specified outcomes, such as assessments, enrollments or sustained employment. Other contracts reimburse costs plus a margin, pay a fixed price or bill for staff time. Work volumes, delivery costs and performance standards therefore matter to earnings; contract penalties can reduce payments.
The business relies on a concentrated government customer base: a small group of federal agencies and large states supplies much of the work, and a single federal agency accounts for a substantial share of total revenue. Continued work depends on government funding and contract renewals, and agencies can generally end contracts for convenience. Laws also limit outsourcing of some government functions, requiring federal consent or a waiver before state or local agencies may delegate them.
The risk section is the longest, dullest part of the filing. This keeps only what can really hurt you: where it hits, how hard, when it plays out.
Every company claims an edge. Each one is checked against hard numbers like margins and returns: which hold, and which line gives way first.
Maximus’s results hinge on government benefits-processing and medical-assessment volumes, while privately held Deloitte and international providers Serco and Capita add competition beyond this list.
Leidos competes with Maximus for federal contracts to run health and civilian-agency services and supply technology. Its Health & Civil business is the part to watch for competition affecting Maximus, rather than its defense work.
Conduent competes with Maximus for state-government contracts to administer programs and handle day-to-day processing. Its Government revenue is the relevant line to watch, not its larger Commercial business.
ICF International overlaps with Maximus in helping governments carry out health, social and civilian programs and deliver digital services. Its health and social-program work is more relevant to Maximus than its energy and infrastructure work.
Booz Allen Hamilton competes with Maximus to modernize federal agencies’ systems, analyze data and protect technology from cyber threats. Its work for civilian customers such as the Department of Veterans Affairs is a concrete area to watch for that rivalry.
SAIC overlaps with Maximus in federal civilian-agency contracts to upgrade systems, connect them and keep IT running. Its Civilian segment is the relevant business to follow for that overlap, rather than Defense and Intelligence.
Accenture competes with Maximus for federal agencies’ spending on technology upgrades and operations they pay outside firms to run. Its federal technology and managed-services work is the relevant competition, rather than its worldwide consulting business as a whole.
General Dynamics competes with Maximus for federal services contracts through its Information Technology business, GDIT. Watch that business rather than the group’s overall results, which also include aircraft, ships and weapons.
IBM competes with Maximus for U.S. federal and international government contracts to modernize technology and the way work gets done. Its government application-modernization and workflow work using cloud and AI is the relevant area to watch.
Booz Allen Hamilton Holding Corporation earningsBAH
Booz Allen Hamilton’s report will show whether federal agencies are still funding modernization and cyber work that overlaps with MAXIMUS’s federal contracts.
Focus on Booz Allen’s civilian federal work, including modernization, data and cyber services for customers such as the Department of Veterans Affairs, rather than its overall results. Stronger relevant work would suggest agencies are continuing to fund outsourced technology upgrades and operations, supporting demand in MAXIMUS’s competing federal market; weaker work would point to tighter demand, not establish whether MAXIMUS won or lost contracts.
Fed Interest Rate Decision
For MAXIMUS, policy rates—the rates set by the Federal Reserve—influence what it pays on variable-rate debt, so they can change interest costs and earnings.
Expected4.0%Last release4.0%
If it comes in above expectations
If the policy rate is above the estimate, higher rates can raise interest costs on MAXIMUS’s variable-rate debt, leaving less earnings after interest.
If it comes in below expectations
If the policy rate is below the estimate, lower rates can ease interest costs on MAXIMUS’s variable-rate debt, leaving more earnings after interest.
JOLTs Job Openings (Sep)
Job openings measure employers’ unfilled positions; for MAXIMUS, competition to hire staff for government service contracts can affect labor costs and the margins left on fixed-price and performance-based work.
Expected7.0MLast release7.079M
If it comes in above expectations
More openings than estimated can mean tougher competition for staff; if MAXIMUS has to pay more than budgeted to hire or retain them, margins on fixed-price and performance-based contracts may narrow.
If it comes in below expectations
If the reading is below the 7.0M estimate, it is below the previous 7.079M. Fewer openings than estimated can ease competition for staff; slower wage pressure may help MAXIMUS keep labor costs within budget and protect margins on fixed-price and performance-based contracts.
Conduent Incorporated earningsCNDT
Conduent’s Government business will show how state demand for outsourced program administration and day-to-day processing is holding up, a market MAXIMUS also serves.
Watch Conduent’s Government revenue, not its larger Commercial business. Growth would suggest state agencies are still buying program administration and processing services, a supportive demand signal for MAXIMUS’s state-services work; a decline would point to pressure in that outsourced market, but would not determine MAXIMUS’s own contract or revenue results.
Non Farm Payrolls (Oct)
The monthly jobs report counts jobs added or lost; for MAXIMUS, competition to hire and train staff for government service work can affect labor costs and the margins left on fixed-price and performance-based contracts.
More jobs added can signal a tighter labor market and greater risk that staffing costs exceed MAXIMUS’s estimates, squeezing contract margins; fewer jobs added can signal easing pressure and help protect those margins.
MAXIMUS, Inc. earningsThis company
MAXIMUS’s report will show whether growth in federal program services is still widening profits while state and local services stabilize.
Read U.S. Federal Services revenue alongside its operating margin, then compare U.S. Services revenue and margin. Federal growth with a rising margin, plus stabilizing state and local revenue and margin, would show both U.S. businesses supporting results. A falling federal margin and further contraction in U.S. Services would mean the largest segment is not offsetting pressure elsewhere.
