Company

Company overview

Verra Mobility Corporation’s government traffic-enforcement and commercial fleet services contribute roughly equal shares of revenue and together account for most of its business. Government agencies pay it to install, maintain and operate camera systems that detect violations such as speeding and running red lights. After an agency confirms a violation, the company can handle citation mailing and billing. Ongoing services generate most of this business’s revenue; equipment sales contribute less.

For rental-car companies and other large fleets, Verra Mobility pays tolls and violations on their behalf, matches charges to vehicles and drivers, and bills the driver or fleet customer. It earns service and administration fees, with toll management providing most of this business’s revenue. Customers include Avis Budget Group, Enterprise Mobility and The Hertz Corporation. Three Commercial Services customers together supply a substantial share of company-wide revenue.

The New York City Department of Transportation is another major customer, under a current contract to manage the city’s automated enforcement camera programs. Government work depends on public funding and laws permitting automated enforcement. Toll services depend on agreements with tolling authorities and are subject to limits on fees rental-car companies may charge drivers.

A smaller parking business sells software, payment-processing services and equipment to universities, municipalities, healthcare facilities and commercial parking operators, helping them collect parking payments and manage permits and violations.

Verra Mobility’s results hinge on rental-fleet toll activity through customers including Enterprise Mobility and Hertz, and on government approval and expansion of camera programs, notably its large NYCDOT contract.

  • Avis Budget’s car rentals help drive Verra Mobility’s transaction volume: it is a longstanding customer that uses Verra to handle fleet tolls and violations, including paying charges and billing drivers. Watch Avis Budget’s rental activity for a read on demand for Verra’s toll services, which accounted for approximately 39% of Verra’s total 2025 revenue.

  • i3 Verticals competes for government software and payment-processing business that overlaps Verra Mobility’s citation administration and payment services, not its whole mobility business. It earns software revenue and fees for processing payments from state and local public-sector customers; watch its market-share gains in that business for signs of competitive pressure on Verra.
