Company

Company overview

Kemper Corporation operates insurance businesses in the United States, with auto insurance supplying most of its premiums. Under the Kemper Auto brand, its subsidiaries insure individuals who struggle to obtain standard coverage, often because of their driving record, claims or payment history. They also cover commercial vehicles for businesses such as contractors and local delivery operators. Most of this coverage is sold through independent agents and brokers, who receive commissions.

A smaller life insurance business sells basic individual life protection and supplemental accident and health coverage. Its employee agents visit customers at home, service policies and typically collect premiums monthly. Across its insurance businesses, Kemper collects premiums before paying the related claims and benefits, and earns investment income on funds held for future payments.

The auto business is heavily concentrated in California and Florida. Earnings depend on charging premiums that cover claims and expenses, but state approval requirements and restrictions can delay rate increases; both states also limit insurers’ after-tax underwriting returns. Kemper itself is a holding company that relies primarily on subsidiary dividends to meet its payment obligations, and insurance rules restrict how much cash those subsidiaries can send to the parent.

  • Mercury General and Kemper both collect premiums from drivers who have difficulty getting standard auto coverage, with heavy California exposure tying their results to the state's pricing and claims costs. Watch Mercury's California pricing and claims experience: the state supplied 82.1% of its direct premiums written in 2025 and 63% of Kemper's specialty property and casualty premium revenues.

  • Progressive and Kemper both earn premiums by insuring personal vehicles, so Progressive's auto pricing and claims experience offer a read on Kemper's main business. Watch its personal-auto claims for changes in accident frequency and repair costs, the pressures both insurers face.

  • Allstate competes for Kemper's auto-insurance customers both through National General in specialty coverage and in the broader personal-auto market. National General is the part to watch for competition over drivers who struggle to obtain standard coverage.

  • Travelers and Kemper both collect premiums from personal-auto customers, so repair costs and liability claims affect what each earns after paying claims. Watch Travelers' ability to raise auto rates: state approvals and competition can limit when it adjusts prices to cover those costs.

  • Cincinnati Financial and Kemper both sell auto policies to drivers through independent agencies, exposing them to shared claims-cost and agency-pricing pressures. Cincinnati focuses on standard-market customers rather than Kemper's harder-to-insure drivers, so its auto results provide a comparison rather than a direct match.

  • Hanover competes with Kemper for personal and commercial auto premiums through independent agents. Its business is more diversified, so its auto business—not its overall results—is the closer comparison for Kemper.
