Most of American States Water Company’s revenue comes from Golden State Water Company, which supplies drinking water to California homes and businesses. Its smaller electric utility, Bear Valley Electric Service, supplies the Big Bear area. Customers pay rates set by the California Public Utilities Commission, intended to cover operating costs and provide a return on investment in utility infrastructure.
These utilities depend on regulatory approval to recover costs through customer bills. The water business also depends on how much water customers use and the mix of supplies it pumps or buys. Its current regulatory protections no longer fully offset changes in consumption or water-supply mix.
American States Utility Services (ASUS) provides a second substantial revenue source by operating, maintaining and rebuilding water and wastewater systems at U.S. military bases. It earns management fees and construction payments under long-term contracts, with the U.S. government supplying the vast majority of this revenue. Profit depends on construction activity and timely approval of contract price adjustments to cover costs. Although the contracts are long-term, the government can end them early for its convenience.
The risk section is the longest, dullest part of the filing. This keeps only what can really hurt you: where it hits, how hard, when it plays out.
Every company claims an edge. Each one is checked against hard numbers like margins and returns: which hold, and which line gives way first.
California Water Service and American States Water both rely mainly on selling water to California customers, so California water conditions and utility regulation matter to both. Watch its California customer consumption and water-supply costs: American States Water warns that its revised rate protections leave earnings exposed to those changes.
American Water and American States Water both sell water through regulated utilities, but they also compete directly for U.S. government contracts to operate water and wastewater systems at military installations. Watch American Water's military contract awards, where it competes with American States Water's ASUS business for government-paid work.
H2O America's San Jose Water and American States Water's Golden State Water both sell water through California networks and depend on California Public Utilities Commission rate decisions to recover their investment. Watch San Jose Water's approved customer rates for a view of the regulatory issue both face.
Essential Utilities' Aqua utilities and American States Water's Golden State Water both invest in water systems and rely on approved customer rates to recover costs and earn a return. Focus on Aqua's water business rather than Essential's Peoples gas business when comparing that investment-and-rate model with American States Water.
Middlesex Water Co and American States Water both collect customer payments from regulated water networks and fees for operating water and wastewater systems under contract. Middlesex's contract revenue comes from municipal and private clients mainly in New Jersey and Delaware, unlike American States Water's military-installation work, so compare those revenue streams separately.
Artesian Resources Corp and American States Water earn most of their utility revenue by selling water through regulated networks, making infrastructure funding and recovery through customer rates important to both. Artesian Water generated approximately 80.5% of Artesian's consolidated operating revenue in 2025, making its Delaware water business the clearest comparison.
York Water and American States Water both sell drinking water through regulated networks, with infrastructure investment and commission-approved customer rates shaping their utility earnings. Watch York Water's territory additions and utility acquisitions, which generally require Pennsylvania Public Utility Commission approval, for how it expands that water business.

H2O America's report will show how San Jose Water turns California Public Utilities Commission-approved rates into revenue and earnings, a regulatory question Golden State Water also faces.
Look at San Jose Water's water revenue and earnings to see whether approved rates are supporting the business. Firm results would show rate revenue supporting operations and investment; weaker results would suggest cost pressures may be exceeding that support. This helps readers assess the relevance of California rate regulation to Golden State Water, but it does not replace American States Water's own report.
American Water Works Company, Inc earningsAWK
American Water's report will show what military-base water and wastewater work it wins, indicating how actively it competes with American States Water's ASUS for government-paid contracts.
Look at American Water's disclosed military-base contract awards, separately from ASUS's contracted-services revenue from operating, maintaining and building base water systems. More awards would show active competition for government-paid work and potentially more competition for ASUS; fewer awards would mean less evidence of added pressure, not that ASUS won the work.
California Water Service earningsCWT
California Water Service's water use and supply costs offer a read on pressures shared across California water utilities, including American States Water's exposure to changes in use and supply costs.
Read California Water Service's customer water use alongside its water-supply costs. Steady use and contained costs would point to lighter demand and cost pressure across California water utilities; falling use or rising costs would flag pressures that could also affect Golden State Water. The companies have different service areas and supply conditions, so this is an industry signal, not American States Water's own result.

American States Water's report will show whether approved utility rates and military-base service revenue can support earnings as water use and supply costs change.
Read water-segment earnings alongside billed water use and water-supply costs, then look separately at ASUS contracted-services revenue. Rising water earnings with steady use and no material cost squeeze would show approved rates translating into returns; weaker water earnings as use or supply costs weigh on results would show that rate adjustments are not fully offsetting those pressures. Growth in contracted-services revenue would add support, but would not show that water demand improved.
